Navigate the menu control again, "File->Open...".

Browse your hard drive again and select the true color cloudless image you worked on previously.
Click the "Open" button. When the image opens you should see the familiar image as seen in the image below.
Select the "City Lights" action in the floating "Actions" tool window.
Click the small play button at the bottom of the floating "Actions" tool window.

At that point Photoshop will go through a long series of adjustments to fine-tune the image for city lights.
Don't try to stop this process as it will yield an unfinished result. The image will change when all these sub-processes are done executing. The final result will be like the image shown below.

More a more detailed view, see the second image below, you can definitely see that we have city lights at this point.

Press "Ctrl A" on the keyboard to select the entire image.
Press "Ctrl C" to copy the entire selection to the clipboard. i.e. the entire image.
Navigate the menu control "File->New...".

Check the options, again recall that the "Width", "Height", and "Color Mode" are all set by default to match the contents of the clipboard. Since you just copied the color image to the clipboard, these should match to what is in the clipboard.
Click the "OK" button to start the new image.

With the new image active press "Ctrl V" on the keyboard to paste the entire contents of the clipboard as a new layer in the new image.
Switch back to the original night lights image.
Navigate the menu control "File->Revert", or press "F12" on the keyboard to cause the night lights image to revert back to the original image as you opened it the first time.

The image should switch back to the full color cloudless true color image you worked on previously.
Select the "CityLightsBlueish" action in the floating "Actions" tool window.
Click the small play icon at the bottom of the floating "Actions" tool window.

Again a number of filters and adjustments will execute on the image, do not attempt to interupt this process as, again, it would result in an unfinished night lights image.
When it is done, it should like the image shown below.

For a closer more detailed image of what it will look like see the image below. You can clearly see that we have city lights, and they are slightly different from the other set of city lights that we just made at the beginning of this step in the tutorial.
