The black and white image shown below should load into Photoshop.

Click on the image for a larger view.

Press "Ctrl A" on the keyboard for selecting the entire image.

Press "Ctrl C" on the keyboard to copy the previous selection, i.e. the entire image.

Navigate the menu control again, "File->New".

Click on the image for a larger view.

Set the options shown below.

NOTE: The "Width" and "Height" parameters are different for each image, and you get these numbers automatically after you selected the entire image and copied the entire image to the clipboard in the above procedures using "Ctrl A" and "Ctrl C" on the keyboard. The size of the image in the clipboard determines the pixel count width and height when you request a new image.

You can leave the "Color Mode" here in "Grayscale" or you can change it to "Color", that option is for you, but you will need it to be color later.

The "Color Mode" is also set by what is on the clipboard, but you will need it in color.

Click the "OK" button to start the new image.

If you leave the image in "Grayscale" mode, you will need to change it to "RGB Color".

Navigate the menu control "Image->Mode->RGB Color".

With the new image active, press "Ctrl V" to paste the clipboard image into the new image as a different layer.
