Now you can see the individual tile you need to select and resolve the boarders. You will be able to confidently click in the right area and not select two tiles at the same time.

Change the upper left tool from the zoom tool to the selection tool.

Then click on the tile that is right over San Francisco. You should NOT have to click Update, unless it does not update.
