Start Photoshop.
Navigate the following menu control "File->Open" as seen in the following image.
You'll get the standard windows "Open" file dialog box popup.
Navigate through the folders to the location on your Hard Drive where you saved the image extracted from the previous step of this tutorial.
Select the file, and press the button labeled "Open".
The image will load into Photoshop, and should look something like this:
