Navigate the menu control "Image->Adjustments->Equalize"
The equalize feature rescales the grey data across the spectrum of color, in this case the spectrum of grey.
It's kind of like rescaling the sound in an audio clip so that the maximum sound in the clip is at exactly 0 decibels. So that no data is lost. I believe it's called "Normalizing".

Below you can see the results of the "Equalize" procedure applied in the previous step.
Click on the image for a larger view.
Navigate the menu control again, "File->Open".

Navigate the folders on your Hard Drive to the location you saved the mask image from the last step of this tutorial.
Select the file, and click the "Open" button.

Press "Ctrl A" on the keyboard. This will Select the entire image.
Press "Ctrl C" to copy the entire image into the clipboard of your computers memory.
Switch to the other image that you just did the "Equalize" procedure on. It should still be open.
Press "Ctrl V" to paste the entire image over top of the other image.
Don't worry you did not wipe it out. The two can co-exist in the same image at the same time as different layers.
Look at the floating "Layers" tool window, should look something like this:

Make sure you select the new layer, should already be selected. When selected it will turn blue like above.
